We’re Back! Return of In-Person Conferences in Southeast PA

By Christine Gunsaullus, Entech Engineering

After a long hiatus, water professionals in southeastern PA were thrilled to return to the Joint AWWA PA Section SE District / Eastern Section WWOAP Spring Conference in early April. For some, this was their first in-person corporate event in two years, so there was a lot of excitement to see colleagues and friends again.

Section Chair Matt Walborn (Western Berks Water Authority) kicked things off by introducing Patti Kay Wisniewski (EPA Region 3) and Serena DiMagno (Spotts Stevens McCoy) for an overview of current and upcoming changes to water rules and regulations. Focused discussion of the Revised Lead and Copper Rule and PFAS was led by Ruby Stanmyer (EPA) via Zoom. Many attendees were grateful for this update, as they found it difficult to stay current on water regs without these in-person conferences.

A spirited roundtable discussion on Supply Chain Issues, moderated by Christine Gunsaullus (Entech Engineering), included perspectives from supplier Art Auchenbach (Riordan Materials), project manager and engineer Kim Mazur (Entech Engineering), supplier Ben Reichley (LB Water), Director Keith Hass (Doylestown Township Municipal Authority), and Director Chip Bilger (Western Berks Water Authority). When posed with the question, “How much longer will this last?”, the consensus from the panel was sobering: this is not going to end, and the way we have done design, procurement, and construction in the past must change.

Our section always enjoys case studies, and Michael Giampietro (Aqua) and Margie Gray (Mott MacDonald) did not disappoint with their review of PFAS Treatment Alternatives, explaining the ones they studied and piloted to help Aqua treat their water, and the timeframes involved for permitting the project.

A trio of funding experts explained all of the opportunities available right now in the water industry, plus included tips to better your chances of being awarded the grants. Not only did Natalie O’Connor and Tori Morgan (Entech Engineering) review the sources they use for their clients, they even gave out their OWN funding with $15K in Funny Money, while Rebecca Hayden from PENNVEST shared how her organization provides funding.

We know the importance of training for our water operators, so a concurrent afternoon session led by John Cairnes (PADEP) covered how to maintain compliance with the Groundwater Rule.

Finally, the University of Pennsylvania student chapter of Engineers Without Borders helped remind us all why we’re in this industry, by sharing stories about their efforts across the globe to bring clean drinking water and better sanitation to poor communities. To support their efforts, our section was pleased to donate $1,000 to continue this chapter’s work in Guatemala.

Thank you to our Premier Sponsor, Aqua Pennsylvania, for helping us keep costs down for almost 150 attendees, as well as to Lijie Li (KCI Technologies) for keeping registration running smoothly. We’ll see you all in the fall!

PA-AWWA’s SE District Spring 2020 News: Optimization for Quality and Performance in the Southeast District

By Christine Gunsaullus, Entech Engineering

Early planning allowed the Spring Joint Conference for the PA-AWWA Southeast District / WWOAP Eastern Section to move forward with a record crowd intent on learning more about Optimization for Quality and Performance. Note that this was prior to “social distancing”, and when we thought copious amounts of hand sanitizer at the registration table would adequately combat the Coronavirus.

The morning was filled with regulatory and legislative updates from Patti-Kay Wisniewski (EPA), Lisa Daniels (DEP), and Serena DiMagno (SSM Group), plus a presentation by Carlos Williams and Matt Gray from HACH explaining various tools they offer to help with water quality issues, such as manganese removal.

Elections for new officers brought in a shift in leadership for the Southeast District, with Matthew Walborn (Western Berks Water Authority) taking the lead as Chair, Thomas Hanna (Aqua PA) taking over as Chair-Elect, and Chip Bilger (Western Berks Water Authority) becoming the Southeast District Trustee. Our section is grateful to Lijie Li (KCI Technologies) for continuing her exceptional work as our Secretary/Treasurer for another year.

The afternoon featured a fascinating discussion about lead in drinking water from a myriad of perspectives: George Rizzo (EPA Region 3) with a historical viewpoint, John Civardi (Mott MacDonald) sporting a periodic table tie and sharing the consulting engineering side, Bill Murray (Reading Area Water Authority) with the utility standpoint, and Herb Spencer (Shannon Chemical Corporation) giving practical advice and tools. Bill poignantly explained how their policy of replacing homeowner’s lead pipes in the City of Reading for free, “…is not about goals or regs. It’s about our kids, disadvantaged neighborhoods, and people.”

Finally, Temple University’s student chapter of Engineers Without Borders described how they help the local community in Philadelphia, as well as a small village in Peru where they designed and built a water system, complete with piping, disinfection, and a storage tank. The Southeast District was pleased to present their group with a $1,000 check to support this amazing work.

Thank you to our Premier Sponsor, Aqua Pennsylvania, for helping us keep attendance costs down for almost 200 attendees, as well as to our dozens of vendors and sponsors. We’ll see you on October 8, 2020 for our Fall Joint Conference.

Fall 2019 Conference (Highlights)

Agenda-Fall 2019 Joint Technical Conference

Bigger is Even Better in the Southeast Section

Yes, bigger IS better! Especially when we’re talking about the Fall 2019 Joint Technical Conference for the SE District of AWWA PA Section and Eastern Section of WWOAP. The overarching theme, “Surviving the Current Water Challenges”, clearly resonated with the almost 200 attendees, and dual screens at the front the room ensured excellent viewing no matter your seating.

The morning featured two panels on the Distribution Residuals Regulations (DRR), providing the audience with a better understanding of the changes and challenges from two perspectives. Bill Kasper (North Penn Water Authority) kicked it off with the Water Suppliers’ experiences (Carolyn Hathaway – Aqua, John Scully – Private Utility Enterprises, Jon Hartzell – North Penn Water Authority), and then Christine Gunsaullus (Entech Engineering) led the Vendor Panel in tapping into the tools that they had available (Chad Morrow – Morrow & Associates, Tom Caulfield – USGI Solutions, Matt Seeker – Blue Earth Labs).

The afternoon included concurrent sessions, with an operator-centric session downstairs by Jill Anderson and Sheryl Martin of the PA DEP on the Lead and Copper Rule Basics. Upstairs continued with a cavalcade of presenters, including Matt Walborn (Western Berks Water Authority) sharing his experience with algae in water sources, and how this is the new normal, as well as Dennis O’Connor (Philadelphia PWD) with how they have used the Partnership for Safe Water to meet DRR requirements.

Speaking of bigger, the growth of this conference allows us to give back to the water community more often and with a greater impact. This fall, we heard from students in the Villanova Engineering Service Learning program and their work supporting sustainable water infrastructure in developing countries, along with Tony Bellitto with an update on Water for People and their important work around the world. Both organizations were presented with $1,000 donations.

Tom Bradbury from the North Wales Water Authority put it best with: “As one of the more ‘senior’ members of the SE District, it is rewarding to see many of the younger members step up and continue our legacy. They have truly exceeded the expectations of many with their professionalism, knowledge of our industry, and their continued efforts to improve the services we supply and the organization itself. Thanks to everyone involved for providing a very interesting, diverse and timely program.”

Spring 2019 Conference (Highlights)

What was it that drew a record crowd of 176 water professionals to our Spring Joint Conference in Exton, PA for the AWWA PA Section – SE District & Eastern Section – WWOAP? It may have been…

…the theme, “Water Quality: What’s New and Next?”, featuring Lenny Bilger and Phil Stack (Western Berks Water Authority) sharing their experience with a new Nitrification Control Plan.

…a close look at storage tanks by Christine Gunsaullus (Entech Engineering), that explained design and operational changes with tanks in the last 25 years, along with Frank Houston (DN Tanks) showing how to build three 32 million gallon reservoirs in the middle of Philadelphia.

…technical talks from Aqua America, with David Rustay sharing his experience with TOC, UVA and Enhanced Coagulation, and Chris Crockett giving us a common sense explanation of PFAS, along with an update on National and SE PA Developments.

…our Premier Sponsor, National Water Specialties Company (NAWSC), who offers cross-connection control (CCC) services.

…a timely talk on road salt’s effects on water treatment from John Jackson (Stroud Water Research Center).

…learning how Drexel University’s Student Chapter of Engineers Without Borders is helping communities in Philadelphia as well as abroad in El Salvador and Ecuador with water projects. We proudly presented the students with a $1,000 check, which will be put to immediate use on their upcoming trip to Ecuador.

…two new elected officials to lead our group: Chip Bilger as Chair, and Matt Walborn as Vice-Chair, both from Western Berks Water Authority, as well as the confirmation of Lijie Li (KCI Technologies) continuing as Secretary/Treasurer.

Or maybe it was simply the chance to learn, laugh, and spend the day with other professionals who share the same passion for clean drinking water.

Fall 2018 Conference (Highlights)

While the weather outside was dreary (again!), things were bright and cheery inside at the Pennsylvania Southeast AWWA / WWOAP Fall Conference. Our theme was “Keeping Up with Changing Water Regulations”, and speakers got us up to date on the regulation side as well as the technology and construction side.

We value input from the PA DEP at our conferences, and appreciated a regulatory update from Dawn Hissner. Then Justin Blashaw highlighted various tools on their website for distribution system optimization, plus free water quality assessment services that the DEP offers.

Aqua Pennsylvania not only took the lead as our Premier Sponsor again, but also shared their expertise on a variety of topics, including how Fred Gerloff and Kyle Roberts turned a 10 million gallon water tank into its own water treatment facility, Tom Hanna explained new inclined plate settlers at one of their plants, and Chuck Hertz delved into the mysteries of UCMR4.

Wally Bates from Tnemec described a new insulation coating technology and its potential use to prevent sweating inside pipe galleries, on tanks inside water treatment plants, and on the interior dry surfaces of elevated water tanks.

Numerous people at the conference commented on the high quality of the speakers, and noted how the conference gets better and better every year. That is thanks to the efforts of many volunteers, two of whom we honored. John Brady (Entech Engineering) received the Recognition Award for his services to our conference, including technical liaison between us and the PA AWWA. Dan Preston (North Penn Water Authority) was awarded the coveted “Herb Spencer Award” for his dedication to our section and the state. As Dan noted afterwards,

“It was such an honor and a shock to receive the Herb Spencer Award. Thanks to those who selected me. It is great to work with such class people over the years who refuse to settle for mediocre, but instead take pride in our regional District meeting making it the best out there, and always finding ways to make it better! I have watched the SE meeting evolve over time with an emphasis on continuous improvement year in and year out, and with an understanding of the needs of attendees. Ours has come a long way over the last 20 years.”

Finally, after hearing updates on the inspiring work of local water organizations, we continued to give back to the water industry by presenting the Philadelphia Chapter of Engineers Without Borders with a $750 check, as well as a $500 check to Tony Bellitto for Water For People.

Fall 2016 Conference (Highlights)

The Fall 2016 Joint Technical Conference for the SE District of the AWWA PA Section and the Eastern Section of WWOAP drew a crowd of approximately 120 people concerned about water supplies, source water protection, and tank mixing. The transition from presentation to presentation was very dynamic, with each speaker building on the stories and knowledge from the previous speakers. What was very evident was the passion and experience that so many presenters shared, from Chip Bilger and Matt Walborn (Western Berks Water Authority) explaining the challenges of adequately treating highly turbid source water during a spring thaw runoff event this past year, to Kristen Bowman-Kavanagh (Flow Science Inc.) presenting on the Limnology of Reservoirs. A panel discussion focused on the use of tank mixer users and included Tom Caulfield from Aqua PA, Doug Crawshaw from York Water, and Ralph Wawrzyniakowski from PA American who shared the good, the bad, and the ugly in regards to their real-world experiences installing and maintaining tank mixers, and Christine Gunsaullus (Entech Engineering) served as the panel’s moderator.

Betsy Ross made an early morning appearance and reminded the crowd of the exciting opportunity for everyone to attend ACE17, the national AWWA conference that is to be held at the Convention Center in Philadelphia from June 10 – 14 of next year. Registration is now open at www.ace17.org, and anyone interested in volunteering can contact Don Hershey at donhershey@paawwa.org to be added to the list.

The Conference also included awards for the hard-working volunteers in our section, with Service Awards presented to Steve Farney from the Chester Water Authority, and Russ Williams who is recently retired from the Chester Water Authority. The Herb Spencer III award went to a very surprised and grateful Tom Bradbury of the North Wales Water Authority.

Finally, our section continued to give generously to charities that serve the water industry throughout the world. Tony Bellitto of the North Penn Water Authority shared facts and figures about Water For People, and the enormous changes they have made for clean water and sanitation efforts in nine different countries. The Philadelphia Professionals Chapter of Engineers Without Borders (James Furman II, Adam Erispaha and Kat Smith) also shared stories about their projects to improve access to potable water in El Salvador and the Philippines. Both organizations were presented with a donation check to help them to continue their good works.

Spring 2016 Conference (Highlights)

If you missed the SE PA AWWA/ES WWOAP Spring 2016 Conference, you missed a lot! Over 150 water professionals enjoyed a variety of topics focusing on water quality throughout the distribution system. Among the many speakers Gary Burlingame (Philadelphia Water Department) presented on “Emerging Issues of Pathogens in Plumbing and How the Water Industry is Involved”, plus pitched his fascinating new book, Earthy With a Hint of Cucumber: An Environmental Scientist’s Journey into the Sensory World of Water. Mark LeChevallier (American Water) discussed “Assessing Distribution System Integrity: The case for maintaining a disinfectant residual”, and Frank Grablutz (Aqua Pennsylvania) detailed Aqua’s water main renewal program.

Our section continued to support young engineers, and learned about the work that the University of Pennsylvania student chapter of Engineers Without Borders is doing in Guatemala, where they are building latrine systems. The students were presented with a donation check of $750 to support their work.

Finally, elections were held for the SE PA AWWA Section, and the newly elected Chair (Rob Woolston, PA DEP), Chair-Elect (Preston Luitweiler, Aqua Retiree), and District Trustee (Christine Gunsaullus, Entech Engineering) are thrilled at the chance to lead the section, and are looking forward to our next conference in the Fall.
