Manages emergencies and elevated issues affecting the facility and its operations.<\/p>\n<p>\u2022 Works with the board to implement programs and projects aimed at achieving the<br \/>\nauthority\u2019s mission and long-term objectives. Assists in the overall planning,<br \/>\norganization and management of all aspects of utility operations, including general<br \/>\nadministration, budgeting, planning, and policy development.<\/p>\n<p>\u2022 Manages staff. Interviews, hires, sets high performance standards and manages<br \/>\nperformance. Creates an energized work environment, fostering an atmosphere that<br \/>\nenables employee trust and engagement. Inspires confidence and motivates others to<br \/>\nperform at their best. Oversees training programs for labor functions.<\/p>\n<p>\u2022 Manages documentation for the facility(s) including the development, maintenance and<br \/>\nupdating of standard operating procedures manuals. Develops, maintains, and manages<br \/>\nthe preventative maintenance program for department facilities. Coordinates, completes<br \/>\nand reviews a variety of operational reports and statistical data.<\/p>\n<p>\u2022 Prepares, reviews, and submits regulatory agency reports, e.g. SDWA regulatory reports,<br \/>\nCoordinates, completes and reviews operational records and statistical data. Maintains<br \/>\npermit and operational compliance. Builds close working relationships with public<br \/>\nagencies, i.e. meets with local fire departments, PA DEP and other related activities that<br \/>\nfacilitate communication with local communities. Prepares and maintains the Emergency<br \/>\nManagement Plan along with any required participation in local emergency planning<br \/>\nagency activities and meetings.<\/p>\n<p>\u2022 Oversees the preparation of plans and specifications, engineering studies, cost estimates, and material procurement.<\/p>\n<p>\u2022 Provides oversight for contracted utility projects, services, and purchases. Regularly<br \/>\ninspects work sites to ensure progress and compliance with Authority standards of quality<br \/>\nand contract terms and conditions.<\/p>\n<p>\u2022 Maintains cooperative relations and coordinates department activities with peer agencies<br \/>\nand other departments. Attends meetings, conducts research, compiles information,<br \/>\ncompletes special projects and various reports, and makes presentations.<\/p>\n<p>\u2022 Works with field foreman to ensure coordinated work assignments and project planning<br \/>\nrelated to the operation, maintenance and construction of water systems.<\/p>\n<p>\u2022 Performs related duties as assigned.<\/p>\n<p><strong>Qualifications &amp; Skills<br \/>\n<\/strong><br \/>\n\u2022 Bachelor\u2019s degree in chemistry, biology, environmental science, engineering, or a related<br \/>\nfield is preferred.<\/p>\n<p>\u2022 Minimum of 5years of experience in Water Treatment Plant operation with 2 years in a<br \/>\nsupervisory role.<\/p>\n<p>\u2022 Currently holds a Pennsylvania Certification for Water Works Operator Class A and all<br \/>\nSubclasses required for plant operations.
