{"id":15827,"date":"2021-04-13T19:45:50","date_gmt":"2021-04-13T23:45:50","guid":{"rendered":"https:\/\/www.paawwa.org\/?p=15827"},"modified":"2021-04-13T19:47:07","modified_gmt":"2021-04-13T23:47:07","slug":"the-pittsburgh-water-and-sewer-authority-is-seeking-a-candidate-for-the-position-of-laboratory-manager-2","status":"publish","type":"post","link":"https:\/\/dev.linnflux.tech\/paawwa\/the-pittsburgh-water-and-sewer-authority-is-seeking-a-candidate-for-the-position-of-laboratory-manager-2\/","title":{"rendered":"The Pittsburgh Water and Sewer Authority is seeking a candidate for the position of Laboratory Manager"},"content":{"rendered":"<p><strong>Summary:<\/strong><\/p>\n<p><strong>The Pittsburgh Water and Sewer Authority is seeking a candidate for the position of Laboratory Manager.<\/strong> Under the general direction of the Water Quality and Environmental Compliance Manager, the Laboratory Manager, leads, oversees, and coordinates the laboratory\u2019s staff and the implementation of the Laboratory\u2019s Quality Assurance Plan.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong><a href=\"https:\/\/www.paawwa.org\/wp-content\/uploads\/2021\/04\/PWSA-Laboratory-Manager-4.8.21.pdf\">Laboratory Manager Job Description<\/a><\/strong><\/span><\/p>\n<p><strong>Duties:<\/strong><\/p>\n<p>\u2022 Maintains and updates the laboratory\u2019s Quality Assurance Plan (QAP)<br \/>\n\u2022 Coordinates activities required by the State of Pennsylvania Laboratory Accreditation Bureau, including preparing required documentation, submitting applications, and coordinating annual reviews and technical revisions to Standard Operating Procedures (SOPs).<br \/>\n\u2022 Reviews drafts of new and updated SOPs for conformance with state and federal EPA requirements; works with Water Quality\/Environmental Compliance Manager and staff to resolve process and other issues applicable to SOPs.<br \/>\n\u2022 Monitors revisions and additions to certification and regulatory requirements for impacts on quality assurance\/quality control (QA\/QC) requirements.<br \/>\n\u2022 Develops and conducts new and refresher training sessions for laboratory staff on QA\/QC standards, processes, data integrity, ethics, and reporting requirements.<br \/>\n\u2022 Compiles existing and\/or develops new QA\/QC reports for management.<br \/>\n\u2022 Coordinates preparation for onsite audits by state certification officers.<br \/>\n\u2022 Monitors to the QA\/QC procedures specified in the QAP and SOPs are being consistently applied.<br \/>\n\u2022 Conducts monthly spot checks of raw data generated in the laboratory and evaluates its accuracy in relationship to previous, simultaneous, and related data.<br \/>\n\u2022 Ensures that applicable quality control procedures have been followed based on analytical results.<br \/>\n\u2022 Reports any anomalies to Water Quality Manager and ensures that control and detection limits for processes are reviewed and modified as warranted.<br \/>\n\u2022 Conducts periodic audits and assessments of laboratory methods and processes down to a detailed level including instrumentation settings.<br \/>\n\u2022 Trace processes from sample collection to reporting to verify compliance with the laboratory QA manual, applicable SOPs and all certification and regulatory requirements.<br \/>\n\u2022 Manages laboratory records and data.<br \/>\n\u2022 Confers with QA\/QC officers or related staff at contract laboratories when discrepancies or anomalies have been identified in reporting of their results; gains agreement and documents corrective action to resolve discrepancies.<br \/>\n\u2022 Arranges for and participates in annual proficiency testing.<br \/>\n\u2022 Maintains personnel files, including employee Performance Testing records and employee training records.<br \/>\n\u2022 Directs plant and field tests and special laboratory studies to support the treatment process.<br \/>\n\u2022 Reviews data and makes recommendations.<br \/>\n\u2022 Oversees or supports the sampling and reporting as needed for the Authority\u2019s NPDES and other permits.<br \/>\n\u2022 Oversees preventative maintenance and repair activities on the laboratory, plant, and field sampling equipment.<br \/>\n\u2022 Ensures the calibration of instrumentation and ensures compliance with regulatory requirements.<br \/>\n\u2022 Works with the Water Quality and Compliance Manager to develop annual budgets and arranges for the procurement to replace laboratory and field equipment as needed.<br \/>\n\u2022 Prepares the annual Consumer Confidence Report (CCR) for publication.<br \/>\n\u2022 Assists in the preparation and update of emergency response plans and procedures for the Authority\u2019s Emergency Response Plan.<br \/>\n\u2022 Investigates water quality concerns from customers.<br \/>\n\u2022 Prepares customer reports and briefings to the Certified Operator\u2019s Committee.<br \/>\n\u2022 Other duties as assigned.<\/p>\n<p><strong>Background:<\/strong><\/p>\n<p>\u2022 Must have a bachelor\u2019s degree in Chemistry, Biochemistry, Biology or a related field and a minimum of five years progressively responsible related experience. A Master\u2019s degree in Chemistry is preferred.<br \/>\n\u2022 Must have three years of water quality sample analysis experience.<br \/>\n\u2022 Must have a working knowledge of the statistics involved in laboratory quality control practices, experience with Standard Methods for analysis of microbiological, organic and inorganic parameters.<br \/>\n\u2022 Possession of a Water and\/or Wastewater Operator\u2019s Certificate is preferred.<br \/>\n\u2022 A combination of education, training and experience that provides required knowledge, skills, and abilities to perform the essential functions of the job, may be considered.<br \/>\n\u2022 Considerable knowledge of laboratory programs, processes, and analysis.<br \/>\n\u2022 Experience working in a certified drinking water laboratory is required.<br \/>\n\u2022 Understanding of current federal, state, and local laws pertaining to Chapter 252 and Chapter 109.<br \/>\n\u2022 Proficient in supervising and directing the work of all assigned laboratory staff, both union and non-union.<br \/>\n\u2022 Effective written and verbal communication skills.<br \/>\n\u2022 Ability to work effectively as part of a team.<br \/>\n\u2022 Ability to manage others, including previous management positions.<br \/>\n\u2022 Certified Class A Drinking Water License is a plus.<\/p>\n<p><strong>General Requirements:<br \/>\n<\/strong><br \/>\nApplicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator\u2019s License at the time of application or prior to appointment.
